A public test any runtime can run to prove it is Quinn-format compatible. It makes "Quinn-format compatible" a verifiable claim, not a marketing one, and it makes Quinn the arbiter of compatibility, a power held openly rather than by capture.
Without it, "open format" degrades into incompatible dialects and the network fragments. With it, every independent implementation strengthens the standard, because each one is provably running the same format. More conformant implementations make the standard more valuable and harder to unseat, the opposite of how a proprietary lock behaves.

Governance is made provable rather than promised: the economic policy that governs the standard is versioned, and a hash of each version is published to a log that cannot be silently rewritten.
